  5. Motor carriers, brokers, and freight forwarders required to designate an agent for service of notices in proceedings before the Secretary of Transportation.
  6. Designated agents and entities that provide proof of financial responsibility, including insurance companies and bond agents.
  7. Carriers based in Mexico looking to operate beyond U.S. municipalities along the U.S.-Mexico border and their adjacent commercial zones.

A Decade in Development

The FMCSA has aimed to transition from URS to a more efficient online registration system since the finalization of URS in 2013. However, multiple suspensions and delays have resulted in the continued separate collection of various data types—such as voluntary and involuntary operating authority revocations—and their integration into URS.

Initially, FMCSA projects that approximately 650,000 entities—encompassing motor carriers, freight brokers, insurers, and others—will utilize the new registration system.

"However, we anticipate that the time and effort required to complete an application, update, or process agent designation in FRS will remain comparable to the current requirements of URS or paper forms.

FMCSA previously conducted a public meeting in January to gather insights from URS users regarding enhancements to their registration experience. A subsequent virtual meeting, titled “FMCSA Registration Modernization Stakeholder Day II,” is scheduled for May 29.
